The Chinese Society of Clinical Oncology Science Fund Bylaws

Chapter 1 Introduction

1. CSCO had cooperated with Kanglaite Pharmaceutical Corporation, Beijing Norvatis Pharmaceutical Company, and Livzon Pharmaceutical Company to set up CSCO Science Funds including CSCO-Kanglaite Fund, CSCO-Novartis Fund, and CSCO-Livzon Fund in October 2002, April 2004, and March 2005, respectively, in order to promote rapid development and further improvement on the research level of clinical oncology in China.

2. CSCO Science Funds are non-profit social charitable grants aimed to support CSCO members to engage in clinical oncology research, facilitate cooperation, enhance national and international communication on academic exchange, research collaboration and specialist education, and accelerate the nurture of oncologist specialist. The CSCO Science Funds Bylaws was drawn according to the funds establishment agreement to ensure effective management of the funds.

Chapter 2 Funding Resources

3. Zhejiang Kanglaite Pharmaceutical Corporation, Beijing Norvatis Pharmaceutical Company, and Livzon Pharmaceutical Corporation sponsor CSCO Science Funds gratuitously.

Chapter 3 Funds Management Organization and Function

4. An Executive Committee and an Academic Committee are established exclusively for the management of the fund. Being the decision-making organization, the Executive Committee consists of senior representatives of CSCO, Kanglaite Pharmaceuticals, Beijing Novartis Pharmaceuticals and Livzon Pharmaceutical Company. The Executive Committee is responsible for management and monitor of the fund available, and set up corresponding operation procedures. The Academic Committee is responsible for evaluation, examination, and verification of the funded projects. Specific personnel assigned by CSCO office will assist in administrative routines.

Chapter 4 Scope and Eligibility of Funding

5. The administrative procedure of the CSCO Science Funds strictly abides by the corresponding national laws and regulations. The major scope of funding is as follow: Merit award for excellent papers and scientific researches, short-term study program locally or overseas, startup funding for research projects in clinical oncology, publications of work on clinical oncology, and promotion of the latest technology and knowledge of clinical oncology.

6. Only CSCO members are eligible and young physicians will receive precedence.

7. The Executive Committee announces the application guidelines in the beginning of every year. Eligible applicants should apply to CSCO office before the deadline. The successful applicants will be selected exclusively by the Academic Committee, and submitted to the Executive Committee for approval before the announcement of recipients and allocation of the funds.

8. Applications for startup funds for clinical oncology research are evaluated biennially; the amount of fund is between 10,000 to 50,000 yuan. Merit award for excellent papers and scientific researches are awarded annually or biennially, the ranking and the amount are determined by both the Executive Committee and Academic committee according to the quantity and quality of the abstracts received at each CSCO annual meeting. Sponsored short-term study program locally or overseas for CSCO members is conducted every year. The amount of funds will cover travel expenses and predetermined allowance for 3 to 6 months. CSCO fund for publications and other academic activities are conducted indefinitely.

Chap 5 Funds Application

9. All CSCO members who are eligible should fill in the “CSCO Funds Application Forms” available at the CSCO office, and provide relevant materials as required. 10. Regarding the application for startup funds for clinical oncology research, the major participants should sign personally on the “ Funds Application Form” indicating willingness to cooperate in the research. The institution the applicant belongs to should take the initial steps in evaluation of the project, providing explicit opinions in its scientificalness, advancement, practicability, and appropriate budget allocation before granting official approval. Multi-center cooperative research is encouraged. The cooperative institution should also provide explicit opinions and grant official approval.

Chap 6 Evaluations and Approval

11. Evaluation of the projects should follow the process: formal assessment by CSCO office → evaluation by the Academic Committee→ approval by the Executive Committee

12. The formal assessment should include whether the applicant and the categories applied is within the scope of funding, the “CSCO Funds Application Form” and the application procedure is completed, the applicant's ability, research facilities, and the amount of fund required. The Academic committee conducts objective, impartial evaluation of the projects. The Executive committee verify the evaluation of the Academic committee and grant the final approval.

13. Written notification to the recipients and official announcement will be performed by CSCO office according to the approval by the Executive committee. The recipients should prepare budget planning of the sponsored project within 2 months after being notified and sign contract with the Executive committee. CSCO office will handle all the funding-related matters according to the contract in due time.

Chap 7 Management of the Funded Projects

14. The fund should be used exclusively according to the budget planned by the funds recipient. Embezzlement of funds by any party other than specified is not allowed. The committee takes full responsibility in the organization, implementation, monitoring and checking of the funding process.

15. The fund recipient and his or her institutions should hand in written report on the progress of the project and the management of fund timely according to the contract.

16. The fund recipient should apply, in written form, for alteration or withdrawal of goal, progress, and funds, of the sponsored project due to unforeseen reasons to be evaluated and checked by CSCO office and the Academic committee, and approved by the Executive committee, before making the alteration or withdrawal.

17. If there is any delay on completion due to man-made factors or embezzlement during the funding process, the committee has the right to slow, cancel or even order a refund. Those who violate the funding principles seriously will not be eligible to apply the fund again.

18. The fund recipient should report and hand in all necessary materials to the CSCO office and the Academic committee for inspection when the contract is due. Initial view of the inspection will be submitted to the Executive Committee for approval.

19. The phrase “Supported by CSCO Science Funds” and the project serial number should be clearly indicated in all published or reported materials involving the funded projects.

Chap 8 Appendixes

20. The CSCO Science Fund (CSCO-Kanglaite Fund, CSCO-Norvatis Education Fund, CSCO-Livzon Chinese Medicine Oncology Research Fund) Committee holds full responsibilities in the explanation, amendment, and supplementation of the bylaws.

21. The Executive committee and the Academic committee may set up detail rules and regulations according to circumstantial factors.

22. The bylaws come into effect from the day of proclamation.
